Do the leaders make the people, or the people make the leaders?

Do the leaders make the people, or the people make the leaders?

This is an interesting debating question. 

Would the people choose what way their leaders goes, or do the leaders manipulate the people to the way country should go?

I suppose different leaders have been led and chosen by the people. While different leaders have led their people in good or bad ways. 

This can be true in history, politics, sport, or business.
