Attracting Top Players ot the Scottish Leagues

I remember someone once saying that all Scottish clubs should be part time. Or that we should have a salary cap. But how could we attract top players or keep top players in Scotland, if we had a salary cap or made every club part time?
Scottish fans would go over the border to watch the games, because they would want to see better players.,
Clubs should keep their finances tight, but I do not support the idea of limiting the quality of player, that plays in the Scottish game. We need to attract top players to Scotland. So Scottish people do not need to go abroad to see good players.
Look at all the great Scottish, and foreign players who have played in Scotland. They would not have stayed if wages were too low.
We need to make the Scottish League the best in Europe, and the world.
