I think Scotland were the best team of the 19th Century for football in the male section of the sport. 

In the century.  Scotland won 8 Home International Championships. While England won 6. While Ireland and Wales won none. Scotland also had massive wins against Wales, Ireland and England at international football in the century. Plus the first international was held in Scotland. Under any criteria Scotland were the best international team of the 19th century at men's football. 

There were some great wins such as Scotland 8 Ireland 2 in 1885.

Ireland 2 Scotland 10, in 1887.  

Scotland 9 Ireland 1 in 1889. 

Scotland 4 Wales 0 in 1876. 

Scotland 9 Wales 0 in 1878.

Wales 1 Scotland 8 in 1885. 

Scotland 7 England 2 in 1878. 

England 1 Scotland 6 in 1881. 

Scotland 5 England 1 in 1882.
